For homes with very poor water, the latter, called a whole house water filter, is the best choice. This type of filter filters ALL of your water, not just what you drink. So clothes come out cleaner and unstained in the laundry, your dishwasher doesn't get all cruddy with water deposits and your hair and skin will be much healthier from clear shower water.
If your water is perfectly fine for washing and laundry, but just doesn't taste good, then a filter on your tap is a good choice. By installing a tap filter in the kitchen and bathroom sinks, you will have great tasting water for drinking, cooking, brushing your teeth, etc.
You'll need to match your filter to your needs. Ensuring you have fresh water in household systems will involve buying the right kind of filter for your water problems. Not all filters are able to filter all types of contaminants.

I've had my fresh water set up and established for almost a year now and I want to make it into a salt water. I want to know how hard it would be to do this, how long will it take, what will I need to do this, and about how much should it cost??

It all depends on the size of your aquarium. I wouldnt recomend starting a saltwater tank in anything under a 55 gallon. As far as materials go...you will need salt (instant ocean), a meter to test salt levels, a good filter (not undergravel), and sand, crushed coral or agrinite (for substrate). Thats for your basic salt water set up (fish only). If you want crabs starfish etc. you need iodine to help the molt and grow. Again as far as cost goes it depends on the size of your tank. For a 55 gallon setup the above materials will run $100-150. In salt water the bigger you go the less matience you have. Also there are speical animals you can get to do the cleaning for you. ie snails crabs starfish. Every other month you need to change about 1/4 of your water. In order to do this you will need to by more salt. Around 20 bucks for 50 gallon supply. Any other questions feel free to ask.
